Québec’s automobile insurance authority lists seven 2027 sportbikes in its provisional high-risk motorcycle classification. The Société de l’assurance automobile du Québec, or SAAQ, dates its latest page revision to October 22. The 2027 entries are the Aprilia RSV4 1100; Ducati Panigale V2, V2 MM93, V2 S and V4 R; Kawasaki Ninja ZX-6R ABS; and Yamaha YZF-R9 ABS.

Québec applies additional licensing restrictions and higher insurance contributions to motorcycles on its official high-risk schedule. The SAAQ says the prohibition covers holders of learner’s or probationary licences and people who have held a Class 6A, 6B or 6C motorcycle licence for 24 months or less. Its current guidance also states an exception to the new 24-month prohibition for people who obtained their Class 6R learner’s licence before June 15, 2026. A rider’s licence history therefore matters alongside the motorcycle’s classification.

The October entries are provisional, not yet the final legal schedule. SAAQ says the provisional list is updated monthly and motorcycles are transferred to the official list three times per year. That distinction is important for shoppers: a provisional entry signals how the authority currently intends to classify a specific vehicle family, but riders and dealers should verify the official schedule at the moment of licensing or delivery rather than relying on an earlier screenshot.

SAAQ identifies motorcycles by the first ten characters of the vehicle identification number, excluding the ninth character. That makes the classification more precise than a model name in an advertisement. Trim names can be similar across markets, and a used motorcycle may have been imported. A buyer should compare the actual VIN prefix with the current SAAQ table and confirm the result with the authority if there is any uncertainty.

The authority describes high-risk motorcycles using a group of visual and technical characteristics. These can include aerodynamic full fairings, low handlebars, rear-set foot controls, a raised passenger seat, multiple disc brakes and a power-to-weight ratio above 0.5 horsepower per kilogram. A machine does not need every characteristic to qualify. The governing result is the vehicle’s appearance on the official schedule, not a rider’s personal assessment of whether it looks aggressive.

For a dealer, disclosure should happen before a deposit becomes emotionally or financially difficult to unwind. Sales staff can show a Québec buyer where the model appears, explain that the provisional table may move into the official schedule and encourage the customer to obtain a current registration-cost estimate. That protects the relationship and reduces the chance that a new rider buys a motorcycle they cannot legally operate under their licence status.

Owners already riding a machine that is later reclassified should also understand timing. SAAQ says reclassification does not create an additional fee before the next annual registration renewal. The higher cost can apply earlier if the motorcycle is taken out of storage or registered to a new owner. Anyone planning a sale, transfer or spring reactivation should therefore recheck the classification rather than assume last season’s charge still applies.

The 2027 additions also show that a model-year update can create a new VIN family even when the badge is familiar. The Ninja ZX-6R, Panigale V2 and Yamaha R9 names may already be known to shoppers, but classification follows the exact vehicle identity. Canadian specifications can differ from overseas versions, so foreign reviews and price lists cannot answer Québec registration questions on their own.

The practical next step is simple: use the SAAQ’s live high-risk motorcycle page immediately before purchase and again before registration. Check the VIN, licence experience and current fee, then keep a copy of the dealer’s written disclosure. The October 22 update is a useful early warning for 2027 sportbike shoppers, but the official schedule at transaction time remains the controlling reference.

Insurance and financing conversations should use the same precision. A lender may approve a purchase without confirming whether a new rider can legally operate the motorcycle, while an insurer may price the risk using its own underwriting categories. Registration, licensing, financing and private insurance are related but separate decisions. Buyers should obtain answers from each responsible organization and avoid assuming that one approval settles the others. Dealers can help by providing the VIN early, documenting the model designation and directing customers to current official sources instead of estimating a future SAAQ charge from memory.
